It looks like a fantasy story (not that unusual for 70's HM, methinks?). Wizard/mystic gets it into his head that he knows how to fly. Enchants (or enslaves?) a whole bunch of people into building a big tower for him to jump off.
He can't fly, splats on the ground, slaves can go home.
End of story.
There's a whole verse missing from your original version (where the * is), and several words come out differently ("without flesh and bone" becomes "with our flesh and bone", "while we put his wing together" becomes "while we put his dream together" etc),
Alternatively, it's all about some bloke's "tower of stone" fnar, fnar ;)
